The Health and Civil Sector is seeking a Business Analyst to work on repeatable offerings for Leidos customers and new markets, an emerging business pursuit for Leidos. The ideal candidate for this role must have a “startup mindset” and be able to derive requirements from market and business needs, prioritize requirements through backlog management, translate requirements for consumption by engineering teams, and partner with development leadership to ensure project planning supports successful solution development. We’re looking for an advocate and a champion for this new solution offering!

This role is functional, and matrixed to support contracts that require US Citizenship/Green Card or suitability clearances to allow customer site visits and access to secured data and systems. Inability to meet this requirement will restrict ability to perform work on government mission based programs.

Limited travel may be required.

The chosen candidate will work with a variety of stakeholders, including senior IT leaders, and subject matter experts and will be responsible for:

  • Understanding and translation of business workflows to project requirements, then decomposition of those business requirements into agile epics and user stories.

  • Ensuring business needs are properly translated to user stories that engineering teams can understand and develop within a managed service.

  • Document and convey a system solution, assessing options for process improvement, leading cross functional team collaborations, and assisting with the maintenance of project schedules.

  • Preparing estimations for business analysis tasks and deliverables, systems analysis, acceptance criteria and use case narration for overall sprint, roadmap, and project planning.

  • Stakeholder management, cross business sector collaboration for requirements elicitation, and integration planning.

Job Requirements

  • Plan out business analysis efforts, including stakeholder analysis, communication planning, and elicitation techniques.

  • Facilitate requirements meetings, interview sessions, brainstorming, documentation analysis, and other techniques as necessary.

  • Support subject matter expert meetings to understand current business practices and business needs supporting requirements analysis.

  • Ensure that requirement statements are complete, consistent, concise, comprehensible, traceable, feasible, unambiguous, and verifiable, and that they conform to standards.

  • Understand, Extract and Document user requirements from existing systems, including interactions and interfaces, to support user experience.

  • Validate requirements with business stakeholders and team members.

  • Collaborate with stakeholders and team members regarding requirements development and translation into software specifications.

  • Support traceability efforts from high-level business needs through functional validation

  • Lead/Participate in requirements prioritization and product backlog grooming sessions.

  • Write detailed descriptions of user needs, program functions and dependencies required to develop or modify applications.

  • Manage changes to baselined requirements through effective application of change control processes and tools.

  • Work closely with developers and testers to ensure all requirements are understood and have corresponding test scripts.

  • Manage the documentation for multiple applications and releases across more than one development team while meeting deadlines.

  • Assist Product Manager and Technical Project Manager in maintaining concurrent project schedules.

Required Skills

  • Bachelor’s degree with 4-8 years of work experience in Information Technology as a Business Analyst, Product Owner, or Product Manager in an Agile environment.

  • Facilitate meetings with business owners, technical leads, and other stakeholders.

  • Captures business needs and develops corresponding functional solutions.

  • Facilitate development of technical requirements, user stories, and mockups to address business needs and work with developers, UX designers and testers to ensure prototype solutions meet expectations.

  • Proficient in Microsoft Office tools.

  • Proficient in agile processes and leading agile ceremonies.

  • Motivated self-starter and quick learner.

Desired Skills

  • Prior experience in commercial environments developing product solutions as a Business Analyst, Product Owner, or Product Manager.

  • Experience in a government environment.

Pay Range:

Pay Range $68,900.00 – $124,550.00

The Leidos pay range for this job level is a general guideline onlyand not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
