ROLE of the POSITION

The Business Affairs Chief Compliance Officer position exists to assist divisional leadership with discharging their oversight, management, and operating responsibilities for fulfilling the six requirements of UNLV’s institutional compliance program as mandated by the NSHE Board of Regents (BOR). The BA-CCO centralizes oversight and monitoring of compliance and risk requirements and provides technical expertise and independent analysis focused on tracking, assessing, and reporting financial compliance and risk activity. In addition, the BA-CCO will lead internal investigations involving financial complaints and violations, is the primary point of contact with NSHE Internal Audit related to audit engagements and ensures the institution is responsive to data requests and findings. The BA-CCO accomplishes these responsibilities through four primary functions:

1. Oversight and Monitoring of Business Affairs Compliance requirements: 

  • Provide leadership and strategic direction for centralizing oversight of compliance tracking, monitoring, and reporting across the Business Affairs division to support the University’s distributed compliance model. 

  • Partner with Business Affairs senior leaders and compliance colleagues across the campus to assess financial compliance and risk coverage and promote a uniform compliance culture and the highest standards of ethics and integrity.  

  • Assess efforts in departments throughout Business Affairs to ensure compliance with federal, state and institutional regulations and compliance requirements.

  • Evaluate business processes and practices and internal control systems across the division to determine if they collectively satisfy the six compliance elements mandated by the NSHE BOR for UNLV’s institutional compliance program.

  • Provide strategic direction for managing a governance, risk, and compliance (GRC) resource to centralize Business Affairs compliance oversight monitoring and reporting. 

  • Develop and maintain compliance training and education programs on relevant regulatory and compliance subjects.

2. Oversight and Monitoring of UNLV Institutional Compliance requirements: 

Provide strategic direction and leadership for the Institutional Compliance Advisory Council and lead the oversight, monitoring, and reporting responsibilities for the institutional regulatory requirements which cross multiple units. Current responsibilities include:

  • Gramm-Leach-Bliley Act (GLBA)

  • Section 117 of the Higher Education Act of 1965 (HEA) 

  • Payment Card Industry Data Security Standard (PCI)

Additional responsibilities will vary, and may include General Data Protection Regulation (GDPR) 

3. Risk Management, Oversight and Monitoring: Cultivate risk awareness and promote risk reduction across Business Affairs. Provide risk management expertise and guidance to assist Business Affairs senior leaders with determining the types of risks that could affect UNLV’s financial health, regulatory and legal compliance, or reputation. 

Assist with developing processes, protocols, tools, and standard procedures for supporting risk management efforts, including identifying, analyzing, evaluating, treating, and monitoring risks.  

Collaborate with Business Affairs department leaders to adopt, implement and support a central resource for tracking, monitoring, and reporting on critical risks impacting the division. 

4. Internal audit engagements; internal ad hoc reviews, assessments, and analyses:
Primary point of contact for engagements conducted by the NSHE Internal Audit at UNLV; includes working with areas across campus to provide all materials required in relation to the audit, ensure that the materials provided are complete and responsive to requests; review draft findings and coordinate UNLV responses to the findings; provide guidance to units that need assistance in developing policies, procedures or actions responsive to the findings.

Perform ad hoc reviews, evaluations, and studies when requested to support internal investigations of concerns or complaints related to financial management, policies, and processes.

MINIMUM QUALIFICATIONS

This position requires a Bachelor’s degree in Accounting or a related field from an accredited college or university as recognized by the United States Department of Education and/or the Council on Higher Education Accreditation (CHEA) and seven years related professional experience with audit and risk management, a solid understanding of the system of internal control, and experience developing policies and procedures and evaluating business processes.

Master’s degree in Business, Accountancy, Audit, or related field
