Building Fabric Supervisor

Ensuring all statutory, planned and breakdown works are completed safely, cost effectively and to the agreed KPI’s and Service Level Agreement.

Assist the Trades Team Manager to deliver business plans, review planned maintenance procedures and support the organization.

Salary: £28,762 – £33,314 per annum (Grade 5)

Job Description

Key Duties

  • Responsible for the day to day operation of a small team providing leadership and guidance for planned, reactive and emergency maintenance repairs of all internal/external building fabric throughout the University, working at times within predetermined schedules
  • Be responsible for planning and managing for the collection of WEEE waste across the Estate and in accordance with the Estates and Facilities Waste Management plan.
  • Manage the process of statutory building fabric inspections and recording of information from statutory checks which include plant and woodworking machinery, internal and final exit fire door inspections, external fire escapes etc.
  • Monitor and implement effective operative management to optimize resources with the use of electronic “real-time” PDA event system (QFM) and to ensure the productivity and wellbeing of the workforce.
  • Provide detailed advice and guidance on building fabric maintenance repairs to the universities internal and external customers, using judgement and creativity to suggest the most appropriate course of action where appropriate, contributing to the resolution of more complex issues. 
  • Provide detailed low value estimates for rechargeable works as and when required by the Universities Departments, whilst providing best value for our customers.
  • Gather and analyze data to inform decisions, establishing basic trends and patterns in data and aid in the creation of reports as appropriate.
  • Carrying out risk assessments and method statements with all associate carpentry and building fabric maintenance tasks within established procedures.
  • Ensuring all statutory, planned, and reactive maintenance works are completed safely, cost effectively and to the agreed KPI’s and Service Level Agreement.
  • On behalf of the University to act as responsible for all works defined in and associated with Safe Systems of Work.
  • Establish working relationships with key contacts to help improve service levels, developing appropriate communication links with the University’s Schools/Departments and outside bodies as required.
  • Actively participate in labour management and information on CAFM systems operated by the University, including completion of all operative’s paperwork (timesheets).
  • Manage critical and essential material stock levels and follow the universities procurement process in placing orders with preferred suppliers to establish best value.
  • Adhere to the Estates & Campus Facilities Asbestos Management Plan by reviewing asbestos registers to identify any risks associated with the possible disturbance of asbestos containing materials (ACM’s).

General Duties

  • Ensure that an understanding of the importance of confidentiality is applied when undertaking all duties.
  • Abide by University policies on Health and Safety and Equality and Diversity (to include promoting best practice within the team)
  • To attend training courses as required to maintain the ability to carry out the role.
  • Perform other duties occasionally which are not included above, but which will be consistent with the role.

Staff Management

  • Manage the performance, induction and development of the team., e.g. Carrying out staff appraisals and ensuring staff complete mandatory and statutory training to ensure compliance
  • Support and guide team members in welfare issues, escalating as necessary to specialist support areas.
  • Undertake the training of others in areas relating to the team’s work, e.g. carrying out tool box talks.
  • Timesheet data and verify/approve teams in such systems.
  • Management of staff leave to ensure operational business requirements are not compromised
  • Ensuring that team members comply and adhere to all relevant policies and procedures.
  • Responsible for promoting a positive work culture.

Person Specification

Essential Criteria

  • City and Guilds/NVQ level 3 or equivalent in a building related discipline /A-Levels or equivalent.
  • Extensive experience of building fabric in a similar environment, for example working with a range of repairs and using a variety of materials and the ability to carry out a range of building fabric activities.
  • Good understanding of job specific General Health and Safety in the workplace including risk assessments and method statement.
  • Experience of managing operatives’ workloads, managing, prioritisation within set SLA’s and customer satisfaction.
  • Ability to communicate detailed information effectively and professionally with a wide range of people.
  • Experience using personal computers and related software (e.g., e-mail, Microsoft Word, etc.)
  • Ability to investigate, diagnose and solve problems using initiative and creativity, escalating as appropriate.
  • Current valid driving license.
  • Experience of dealing with performance and welfare issues.
  • Experience of managing the workload of others.
  • Desirable Criteria

  • Have a working knowledge of maintenance / facilities management systems (CAFM), the use of PDAs to manage workload.
  • Experience in a supervisory or management role in a similar environment.
  • Fluency in Welsh written and oral.
  • Additional Information

    This is a full-time on-going position of 35 hours per week. Hours of work normally be 0800 to 1600, with one hour for lunch.

    A valid driving licence is necessary as it is a condition of employment that all personnel are able to utilise the fleet of University vehicles to reach all University sites.

    To be available to attend annual Health Surveillance assessments.
