Brief Position Overview The Budget & Finance Manager will provide leadership and expertise in the development and administration of business, financial planning, and personnel management of the new Student Wellness Center facility, slated to open in 2024.
This position reports to the Associate Vice President Student Wellness with a dotted line to the Director of the University Budget Office.  This role develops and manages Student Wellness area budgets, collaborating with department Directors, staff and Fiscal Shared Services to maximize financial resources for Student Wellness, which functions as an auxiliary unit at MSU.

Position Details

General Statement The Budget & Finance Manager is a member of the Student Wellness operations team which provides strategic direction and tools for long range budget strategy and business planning. The Manager works with department business managers, Fiscal Shared Services partners, and human resources partners to execute all financial matters related to procurement services, human resources and payroll, and applies University policies and guidelines for fiscally responsible execution of Student Wellness operations.
This position will ensure consistency of financial and business processes within Student Wellness and ensure that all departments comply with university, state, and federal policies. In collaboration with Fiscal Shared Services, The Manager will execute standard operating procedures in the accounting roles for each area. Related duties encompass all aspects of administrative management within a growing entity. This position will oversee daily business operations within Student Wellness and requires considerable organization, focus, analytical and technical skills.
Duties and Responsibilities Annual Budget Cycle:
  • Prepares annual operating budgets in collaboration with department heads for submission to the Associate Students of Montana State University (ASMSU), the University and OCHE.
  • Establish system for budgetary projection processes, extracting data from MSU Budget, reviewing for accuracy, and applying long range strategy tools to assist AVP Student Wellness with budget strategy and planning.
  • Utilizes FSS reporting to ensure department leaders understand and execute their area budget.
  • Serves in departmental lead role providing information to Budget Office staff in the annual review and management of positions and operations budgets.
  • Serves as the lead in departmental budget training sessions & workshops, including one-on-one training of staff as needed.
  • Provides service and administrative support regarding fiscal operations for Student Wellness staff.

Budget Oversight & Management:

  • Uses Fiscal Shared Services reporting and tools to monitor budgets, revenue and expenditures.
  • Monitors balances in all indexes and advises coaches and staff members regarding any potential fiscal problems, collaborates to develop solutions and responses to issues, and recommends changes to procedures that ensure compliance with MSU, MUS & Board of Regents (BoR) policies.
  • Responsible for budget activities including budget allocations, adjustments; works with Fiscal Shared Services to track and monitor expenditures. Assists with annual financial reporting requirements.

Strategic Fiscal Partner:

  • Oversees fiscal management in close coordination with FSS, including budget planning, forecasting and analysis.
  • Monitor multiple indexes of significant financial impact with varied funding sources and provide strategic observations and guidance to AVP Student Wellness and department Directors.
  • Create analysis to aid decision-making
  • Research and analyze budget activities, identify budget issues, provide alternative solutions & determine procedures to resolve issues.
  • Assure budgetary consistency and compliance for the organization, presenting recommendations for change.

Data Analysis & Reporting:

  • Provides complex analytical support and financial management expertise; data analysis/assessments and reports; provide decision support for financial planning and program reviews.
  • Create long range planning tools to assist AVP Student Wellness and Department Directors with projections and associated decision making.
  • Determine appropriate metrics, coordinate distribution and/or presentation of data.
Required Qualifications – Experience, Education, Knowledge & Skills
  • Bachelor’s degree from an accredited college or university in business, accounting, higher education, or a related field, OR a substitute of four (4) years professional experience or two (2) years education and two (2) years professional experience.
  • Extensive, diverse, and progressive responsibility at the management level including direct responsibility for organizational operations.
  • Demonstrated competence and experience in the development, analysis, and execution of complex budgets and long-range business/fiscal management plans.
  • Successful experience in interpreting, explaining, and presenting detailed budget and fiscal data, both verbally and in writing.
  • Preferred Qualifications – Experience, Education, Knowledge & Skills
  • Master’s degree from an accredited college or university in business, accounting, or a related field.
  • Demonstrated knowledge and implementation of Governmental Accounting regulations and resource Management and database tools such as Banner.
  • Ability to initiate, coordinate, oversee and complete various projects on own initiative.
  • Strong organizational techniques with the ability to manage multiple tasks and remain flexible.
