Position Details

General Statement In support of Montana State University’s mission of education, research, and public service, University Information Technology (UIT) empowers the faculty, staff, researchers, and students to take full advantage of information technology to transform and benefit the MSU community and the citizens of the State of Montana. UIT manages Montana State University’s multilevel, computer infrastructure and information systems across four campuses, serving the University with a robust environment that ensures the reliable and safe use of information resources.
The full time Budget/Fiscal Manager provides high-level and strategic fiscal support to senior leadership of UIT. The person in this position analyzes complex fiscal information, makes financial strategy recommendations, and interprets a wide range of budget and financial information in support of accurate financial reports and recommendations. The person in this position works closely with Fiscal Shared Services to ensure that the financial resources administered by UIT are properly and fully utilized, while remaining in compliance with all state, federal and university accounting procedures and policies.
Duties and Responsibilities The Budget/Fiscal Manager will be relied upon as an advisor to the Vice President and Chief Information Officer and senior leadership team regarding budgetary, fiscal and departmental matters, which requires a high level of judgment and discretion. The person in this position has authority to act proactively, while keeping the VP and CIO informed of financial matters having major impacts on the division and is expected to have the ability to function autonomously to set priorities and perform daily duties according to the needs of UIT.
  • Provides financial management and oversight for UIT, including developing the budget and allocating financial resources to incorporate the goals and priorities of the CIO and Division.
  • Provides support and feedback to the senior leadership team in forecasting and developing annual operational and capital budgets, reviewing monthly fiscal reports, monitoring spending, and reporting/analysis of budget variances as needed to promote sound fiscal management.
  • Works with the Budget Office and Fiscal Shared Services on preparation of general operating budgets, budget adjustments and amendments to ensure funds are fully and effectively utilized each fiscal year.
  • Examines, analyzes and interprets diverse accounting and financial records from multiple funding areas.
  • Manages the IT Capital Infrastructure Plan.
  • Monitors and updates financial and budgetary status, ensuring accuracy and keeping senior IT leadership up to date on their indexes.
  • Analyzes, evaluates and reports organization fiscal performance and the financial impact of long-range planning.
  • Coordinates fixed costs review and planning.
  • Works with Fiscal Shared Services to resolve complex reconciliation issues that span multiple indexes.
  • Oversees day-to-day fiscal operations, including establishment of appropriate internal controls, approval of payables/expenditures, tracking of equipment inventory, and maintenance of adequate accounting records to ensure compliance with relevant policies and procedures.
  • Monitors multiple contract terms and dates. Coordinates with UIT Purchasing Agent and senior IT leadership to ensure hardware and software contracts are renewed and approves significant expenditures and initiates procurement’s as required.
  • In conjunction with University Procurement Services, oversees the preparation and issuing of Purchase Requisitions as needed for services and/or equipment.

UIT Shared Services

  • Provides financial and operational support to the executive of the UIT Shared Services model as part of the IT Community.

Administrative Duties

  • Provides operational administrative support for the IT Community, to include assisting with on-boarding of new hires, staff terminations, personnel travel, hospitality forms, payroll concerns, and a host of other administrative functions.

Procurement Services

  • Manages IT Capital Infrastructure Plan and the acquisitions services for hardware, software and capital infrastructure requirements. Inclusive with those duties are the inventory management requirements, coupled with life-cycle replacement planning.

Operational Strategic Planning

  • Supports the VP of IT & CIO in an operational strategic function, In addition to budgetary and fiscal strategic planning activities. This consists of routine sessions to determine operational strategies to enhance functions and support endeavors of UIT and UIT Shared Services in support of Information Technology across the four MSU campuses.
Required Qualifications – Experience, Education, Knowledge & Skills
  • Bachelor’s Degree in Accounting/Business or other closely related field and demonstrated substantial and progressively responsible fiscal work experience with an emphasis on managing, budgeting, monitoring and reconciling fiscal records, or an equivalent combination of education and/or experience.
  • Demonstrated experience researching, compiling, analyzing, and interpreting financial information.
  • Demonstrated experience leading an annual budgeting process and developing comprehensive annual budgets for an organization or large unit.
  • Demonstrated experience effectively preparing and presenting financial reports and analyses to a management team.
  • Possess a record of proven fiscal management and strong financial leadership.
  • Preferred Qualifications – Experience, Education, Knowledge & Skills
  • Advanced degree or certification, such as CPA, MAcc, MBA.
  • Demonstrated experience in staff supervision.
  • Working knowledge of fiscal policies, procedures, systems, and/or pertinent state and federal guidelines and regulations.
