ORGANIZATIONAL SUMMARY:
The University of South Florida’s College of Marine Science is a multidisciplinary college with 26 ranked core faculty, a Center for Ocean Technology with advanced engineering and sensor development specializations, a large research staff and over 100 graduate students in concentration areas including biological, chemical, geological, physical oceanography and marine resource assessment. The successful candidate will have opportunities to interact with the greater Tampa Bay area marine science community and relevant national and international organizations. POSITION SUMMARY:
The Budget Analyst of Marine Science and assists Budget Director with the management, review and coordination of the financial business processes and budgeting for the College’s Education and General, Contracts and Grants, Auxiliary and Foundation funds.
RESPONSIBILITIES:

  • Serves as part of a team of fiscal & business personnel with responsibility for the appropriate accounting of all College of Marine Science accounts. Prepares projections and reports for all accounts used for budgetary analysis and decision processes. The total funds vary depending on grants and contracts, however, is estimated to be approximately $20-$30M per annum. Reports status of account balances to appropriate College Administration to alert them of deficits before they occur. Verifies data, assists with reporting, initiates budget and expenditure transfers. Reviews and maintains budgetary control systems used for monitoring operating budgets and allocations.
  • Oversees College Foundation, Research Foundation and Auxiliary accounts. This includes billing, invoicing, generating reports, monitoring expenditures and transfers, budget creation, UBITS, etc. Creates and manages computer-based budget reports. Reviews, identifies, and resolves errors on spending. Prepares EBAs for new auxiliary requests and modifications to EBA documents as necessary.
  • Reconciles all E&G, Foundation, Research Foundation and Auxiliary accounts and resolves any discrepancies. Tracks expenditures, ensures sufficient funds are available to cover all costs, runs reports and provides budgetary projections and what if scenarios. Prepares and develops cash management systems and completes reporting on monthly basis, prepares budget forecasts, and assists with fiscal year budget uploads and SCD processes.
  • Provides operational support as needed in areas of grants, purchasing, p-card and travel, as well as other duties as assigned. Acts as backup to Budget Director

POSITION QUALIFICATIONS:
MINIMUM:
This position requires a bachelor’s degree in accounting, Finance, or Business Administration or a field directly related to the position’s responsibilities and three years of professional business experience; or a master’s degree in the same fields and one year experience.
PREFERRED:
Master’s degree in Accounting, Finance or Business Administration and at least 2 years of experience in a university setting.
