Posting Summary Rutgers, The State University of New Jersey is seeking a Biosafety Officer for the Department of Environmental and Occupational Health & Safety Services (EOHSS) within Rutgers, Institutional Planning and Operations.
The Biosafety Officer is the designated official to ensure compliance with various laws, regulations, standards, guidelines, policies, and procedures in laboratories and other settings where biological and chemical hazards may be present. The position supports researchers and others in developing standard operating procedures and protocols for research, maintains and updates the Biosafety Manual, and works to create consistency across plans and procedures. The Biosafety Officer maintains and participates in constructive and positive communications, and works with the University’s Laboratory Safety Committees, Institutional Animal Care and Use Committees (IACUC), Institutional Biosafety Committees (IBC), and Institutional Research Boards (IRB) to ensure compliance with the National Institute of Health (NIH), Food and Drug Administration (FDA), and other standards for recombinant DNA and vaccine research, as well as other applicable laboratory safety regulations or guidelines. The position reviews research protocols and activities, conducts periodic inspections of research facilities, and is responsible for reporting significant problems and violations of applicable laboratory safety and biosafety requirements. The Biosafety Officer is a leader within the department and institution.
Among the key duties of this position are the following:

  • Identifies and evaluates occupational exposures as well as hazardous conditions in laboratories and related premises.
  • Recommends controls to eliminate and/or minimize employee health risks in laboratories and related premises.
  • Performs surveys/audits of laboratories and practices to ensure appropriate health and safety practices, chemical storage, management and disposal, and chemical hood operation.
  • Assists, as appropriate and necessary, with matters related to clinical infection control by providing technical support with regards to appropriate disinfectant and decontamination procedures.
  • Reviews laboratory research and animal research protocols to ensure appropriate health and safety practices.
  • Assists investigators with interpretation of NIH Recombinant DNA Guidelines, CDC and FDA requirements, and any other applicable regulations or guidelines.

COVID-19 Immunization Requirement Under Policy 60.1.35 , Rutgers University requires all prospective employees to provide proof that they are fully vaccinated and have received a booster (where eligible) against COVID-19 prior to commencement of employment, unless the University has granted the individual a medical or religious exemption. Prospective employees who are not eligible for a booster at the time of an offer of employment must provide proof they have received a booster within two weeks (14 calendar days) of eligibility . Based on current guidance, individuals are considered fully vaccinated against COVID-19 two weeks after receiving the final dose of any COVID-19 vaccine authorized or approved for use in the United States by the United States Food and Drug Administration (FDA) and recommended by the Advisory Committee on Immunization Practices (ACIP) of the Centers for Disease Control and Prevention (CDC). Eligibility for a booster against COVID-19 varies and is explained on the University’s web site located at https://coronavirus.rutgers.edu/covid-19-vaccine . Failure to provide proof of primary vaccination and booster will result in rescission of a prospective employee’s offer of employment and/or disciplinary action up to and including termination.

Qualifications

Minimum Education and Experience
  • Bachelor’s Degree in Biological Sciences, Chemistry, or Industrial Hygiene and Safety or other related science, Master’s Degree preferred.
  • Minimum of five (5) years of relevant experience with a minimum of three (3) years of experience in the field of biological or laboratory safety.

Certifications/Licenses
Required Knowledge, Skills, and Abilities
  • Excellent interpersonal, verbal and written communication skills.
  • Knowledge of laboratory safety practices and equipment including appropriate use of hoods and laboratory ventilation, personal protective equipment, and chemical safety and storage.
  • Demonstrated ability to respond to emergencies and critical situations appropriately in a research setting.
  • Able to walk/stand for extended periods of time, wear Self Contained Breathing Apparatus (SCBA) and Personal Protective Equipment (PPE) up to Level A, and provide emergency response services, as needed (including rotating on-call/off-hours services).
  • Ability to prepare clear, accurate and informative reports containing findings, conclusions, and recommendations, along with superior oral presentation and other communications skills.
  • Use of the Internet for research purposes, and experience with computers (email, desktop software applications such as Office, Excel, PowerPoint, etc.).
  • Demonstrated ability to organize, prioritize and manage the successful completion of projects.

Preferred Qualifications
  • CBSP certification.

WORK ENVIRONMENT:

  • Successfully complete a security risk assessment by the U.S. Department of Justice and be approved for access to select biological agents and toxins by the Centers for Disease Control and Prevention (CDC)/Department of Health and Human Services (DHHS) as a condition of employment.
