The United Nations Human Settlements Programme (UN-Habitat) is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities. UN-Habitat is the focal point for all urbanization and human settlement matters within the UN system. UN-Habitat works with partners to build inclusive, safe, resilient and sustainable cities and communities. UN-Habitat promotes urbanization as a positive transformative force for people and communities, reducing inequality, discrimination and poverty. The Associate Programme Officer will work under the direct supervision of the Coordinator of the SDG Localization and Local Governments Team and the overall guidance of the Chief of the Urban Practices Branch. The incumbent will work in close coordination with the team members and UN-Habitat’s sections and offices globally and will be responsible for the following duties:

Responsibilities

  • Carries out research on selected aspects of SDG Localization and Local Governments, including linkages with the New Urban Agenda, by collecting, analyzing, and presenting statistical data and other information gathered from diverse sources.
  • Supports preparations for the Quadrennial New Urban Agenda Report, specifically by analyzing and systematizing information from city-level reports such as Voluntary Local Reviews (VLRs) and local development strategies.
  • Provides substantive support for knowledge and policy coordination, including the review and analysis of emerging development issues and trends on localization.
  • Assists in performing advisory assignments, in collaboration with the client, by planning and facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
  • Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, talking points, sections of reports and studies, inputs to publications that relate to SDG Localization, Local and Regional Governments and the New Urban Agenda.
  • Coordinates project activities with relevant UN-Habitat sections and offices, including project planning, implementation and coordination with implementing partners and beneficiaries.
  • Provides administrative and substantive support to consultative and other meetings, conferences., to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics.
  • Undertakes outreach activities; participates in the development of training workshops, seminars; participates in and makes presentations on assigned topics/activities.
  • Participates in field missions, including provision of substantive and administrative support, data collection.
  • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, programme budget).
  • Supports the team’s efforts to scale up technical support globally and to mobilize resources by engaging with relevant partners and donors.
  • Contributes to the collection and analysis of data as well as identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.
  • Performs other duties as required.

Education

  • Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, environment studies, sustainable development or a related field is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

Work Experience

  • A minimum of two (2) years of progressively responsible experience in project/programme management, sustainable development, urban planning or related area is required. Experience on local governance, local development, or localization of the Sustainable Development Goals is required. Experience on partnership building and partners mobilization, including donor relations is desirable. One (1) year or more of experience in data analytics or related area is desirable (none if successful YPP or P-1 with a related degree).

Languages

  • English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of another official United Nations language is desirable. . NOTE: “fluency equals a rating of “fluent” in all four areas (read, write, speak, understand) and ” Knowledge of” equals a rating of ” confident” in two of the four areas.
