Plans, directs and manages ASU Employee Health including but not limited to the Occupational Health program management required by federal, state, and local requirements. Develops, maintains and promotes policies, procedures and programs to ensure compliance with regulations, laws and regulatory agencies. Reports to Assistant Vice President.

Essential Duties

• As an effective people leader, provides performance and personal development input to staff including coaching, professional development, goal setting, and performance feedback for personnel within the Employee Health unit.
• Adept at strategic planning and forward-thinking program design to facilitate organizational effectiveness and innovation.
• Collaborates with Leadership and HR to create succession strategies and plans that align with EHS business and diversity objectives.
• Plans, directs and manages the Employee Health program on a daily basis; includes providing clear communications, appointment scheduling, and post-care tracking, maintaining confidential care records following HIPAA regulations.
• Responsible for establishing, developing and implementing the policies, procedures and systems relating to Employee Health.
• Recognizes, evaluates, interprets, recommends, and implements policies and procedures for all components of the Employee Health, including occupational health, medical surveillance and certification, workers’ compensation, health promotion, emergency response, employee assistance, and medical epidemiology in accordance with current published literature.
• Reviews and incorporates, as appropriate, health and medical surveillance standards as promulgated by OSHA, HHS, DOD, CDC, USDA and other Federal, State and local regulatory agencies.
• Provides leadership direction to management and professional personnel of the organizational unit.
• Evaluates and identifies hazardous or potentially hazardous conditions with health risks associated with administrative, research, and teaching activities at ASU to ensure safe work environments.
• Provides guidance to the Workers Comp Committee and relevant research committees (e.g., Institutional Biosafety Committee, Institutional Animal Care and Use Committee, Institutional Review Board, Radiation Safety Committee).
• Assists the ASU Wellness Program with ergonomics-related issues, flu shots, wellness education, and works cooperatively with the Employee Assistance Office.
• Provides training and serves as a resource for heat stress prevention; provides first aid and emergency response training in laboratories, animal facilities, and high containment facilities via the unit maintained training center.
• Provide health education, prophylactic care, including pre-hire/ongoing employee screening and testing and job duty related communicable disease exposure consultations.
• Works with EHS, Risk Management, and HR to create a Loss Prevention program that identifies illness and injury patterns and monitors trends over time; evaluate effectiveness and development of programs using appropriate statistical methods.
• Centralizes collection and storage of data related to occupational incidents, injuries and exposures for analysis and identification of trends utilized for program initiation and post implementation evaluation of effectiveness for prevention of potential health risks/ threats to the ASU community.
• Conducts focused, in-depth surveillance, follow-up accident investigations, and interventions for select, targeted conditions or trends and collaborates in execution of exposure prevention education programs.
• Oversees the Emergency Medical Services (EMS) program and university automated external defibrillator (AED) programs.
• Partners with departments and colleges (e.g., Edson College of Nursing and Health Innovation) to provide future nurses and other health professional students with practical, hands-on experience to enhance their ASU education.
• Reviews research protocols and activities involving hazardous materials for compliance with state and federal regulations and/or guidelines to include monitoring potential exposures to hazardous materials and informational consultations.
• Minimizes negative impacts resulting from non-compliance and facilitates satisfactory stewardship through effective communication of regulatory requirements to stakeholders.

Minimum Qualifications

Bachelors degree in occupational health, medical sciences, nursing, public health, physical or natural sciences and seven (7) years of related administrative experience in occupational health which includes four (4) years supervisory experience, Or, any equivalent combination of experience or education from which comparable knowledge, skills and abilities have been achieved.

Working Environment

• Activities are performed in an environmentally controlled office setting subject to extended periods of sitting, keyboarding and manipulating a computer mouse (75 percent); required to stand for varying lengths of time and walk moderate distances to perform work (10 percent).
• Ability to clearly communicate to perform essential functions.
• Frequent bending, reaching, lifting, pushing and pulling up to 25 pounds (15 percent).
• Regular activities require ability to quickly change priorities, which may include or are subject to resolution of conflicts.
• May work in highly dangerous areas with uncontained or spilled hazardous materials (1%).

• Possible exposure to blood borne pathogens
• Must be eligible and maintain eligibility for the Federal Select Agent program.
• Medical surveillance including vaccinations are required for this position.
