The Watts College of Public Service and Community Solutions is seeking an experienced human resource professional to serve in an assistant director role for the College Business Services Human Resources team. Under administrative direction of the Director, Human Resources, plans, organizes, oversees, and monitors college-wide operational Human Resource activities to ensure consistent use of standard business practices, internal controls, and compliance in accordance with all applicable university, state, and federal regulations.

This position is based at the Downtown Phoenix campus and may be eligible for flexible scheduling under the university’s Flexible Work Arrangements program as determined by the unit.

Essential Duties

  • As a member of the broader College Business Services team, develops, maintains, and implements college human resource policies and procedures to ensure alignment with established goals and objectives of the college and compliance with applicable university, legislative and federal policies and regulations.
  • Assesses human resource functions and develops and implements procedures and objectives to improve operational effectiveness and efficiency within established policies in conjunction with the Director, Human Resources.
  • Oversees the development and evaluation of college human resource programs. Manages the design, development, and coordination of projects. 
  • Provides direction of college’s human resource activities including recruitment, hiring, performance management, personnel actions, payroll, leave of absences and establishes controls and monitoring processes for activities.
  • Advises, interprets, and provides direction to leadership and staff on university rules and procedures, federal, state and local laws/regulations. Resolves or assists with the resolution of sensitive human resource issues. In the absence of the Director, Human Resources, advises and assists in the handling of employee relations issues, complaints and/or grievances. Leads and coordinates leave of absence, ADA and worker’s compensation programs in conjunction with Director and ASU Office of Human Resources
  • Reviews all personnel requests and works with the HR transactions team to ensure appropriate approval and processes are followed.
  • Coordinates and facilitates college training and development programs including business staff onboarding. Works with HR team to develop and implement training programs for all employees.  
  • Supervises, hires, and trains assigned staff. Oversees work activities; assigns, prioritizes and organizes workload utilizing knowledge of staff expertise to maximize efficiency and accuracy. Monitors status of work in progress and reviews completed work for adherence to established standards. Evaluates performance of assigned staff in conjunction with established unit, department and university goals and objectives. Works with employees to improve deficiencies and recommends and implements performance improvement measures. 
  • Assists in the preparation and/or coordination of personnel and administrative reports. Analyzes and interprets statistics and employment data for leadership. 
  • Works collaboratively with leadership, unit leads and business staff to effectively resolve concerns or problems that arise. 
  • Represents the college/department and serves on various department and university committees. 
  • May perform other duties as assigned to maintain continuity of business operations.

Minimum Qualifications

Bachelor’s degree in a field appropriate to the area of assignment AND six (6) years of related administrative experience, which includes three (3) years of supervisory experience; OR, Ten (10) years of related administrative experience, which includes three (3) years of supervisory experience; OR, Any equivalent combination of education and/or experience from which comparable knowledge, skills and abilities have been achieved.

Desired Qualifications

  • Preferred candidate will have completed additional education (master’s degree), training or certifications (SPHR, SHRM-SCP) in human resources beyond the bachelor’s level.
  • Experience working in ASU systems (PeopleSoft, BrassRing, Career EDGE, TAS, Analytics, DocuSign).
  • Experience with ASU personnel and financial policies.
  • Experience in exercising discretion in confidential personnel matters.
  • Experience working in a fast-paced environment with quickly changing priorities and tight deadlines
  • Experience in resolving conflicts.
  • Evidence of effective communication.
  • Knowledge of the practices and methods of Human Resource management.
  • Knowledge of applicable federal, state and regulatory requirements, laws, standards, and practices.
  • Knowledge of the principles of exemplary customer services demonstrated through actively listening, acknowledging, and responding to every inquiry; taking ownership and resolving each concern or problem as appropriate; exhibiting professionalism and expertise in every interaction and engaging in professional development to meet expectations for service excellence.
  • Experience in developing and maintaining cooperative working relationships both within and across organizational areas.
  • Experience in effectively utilizing reporting formats and criteria to present succinct and meaningful management information to a variety of audiences with varying levels of interest/understanding.

Working Environment

Activities are performed in an environmentally controlled office setting subject to extended periods of sitting, keyboarding and manipulating a computer mouse; required to stand for varying lengths of time and walk moderate distances to perform work. Occasional bending, reaching, lifting, pushing and pulling up to 25 pounds. Regular activities require ability to quickly change priorities, which may include and/or are subject to resolution of conflicts. Ability to clearly communicate to perform essential functions. May require occasional, local travel between campus locations.
