    Organizational Setting and Reporting Relationship

    The position of Associate Operations Officer is assigned to the Fragility and Engagement Division (CCFE) within the Climate Change and Sustainable Development Department (CCSD). CCSD leads thematic operations, knowledge innovation, and partnerships. You will be based at our Headquarters in Manila, Philippines.

    You will report to the designated international staff and/or officer.

    Your Role

    As Associate Operations Officer, you will be a key member of the Poverty and Social Analysis (PSA) team, responsible for portfolio management, social inclusion and social development initiatives, budget preparation and monitoring, project processing activities related to TA projects, and knowledge management. You will also compile and analyze information and monitor progress of PSA and other social development areas including Disability Inclusion (DI). You will also support CCFE on its broader crosscutting fragility and engagement mandate and thematic work.

    You will

    · Provide analytical and technical support for the implementation, monitoring, and reporting on ADB’s PSA and DI operations, including technical assistance (TA) program and portfolio.

    · Lead budget management, including contracts and disbursements, expense monitoring, forecasting, and reporting to ensure efficient resource use.

    · Ensure accurate transactions and compliance with ADB policies and guide junior staff to maintain high-quality financial practices.

    · Lead the analysis of PSA and DI portfolio performance, undertake poverty and social analysis and broader social inclusion administration tasks and provide guidance to other members of the team as needed.

    · Develop and maintain a database of key poverty reduction and inclusion performance indicators and project administration issues.

    · Manage ongoing validation and tracking of ADB Corporate Results Framework (CRF) poverty reduction and inclusiveness indicators.

    · Lead and contribute to the analysis and review of PSA team reports, providing inputs to corporate documents, specifically in relation to the work on poverty reduction and inclusion.

    · Plan and lead the design and implementation of capacity-building and knowledge-sharing programs for ADB staff and representatives from ADB’s developing member countries.

    · Prepare briefing notes, presentation materials, thematic websites, including related discussion boards, social media, thematic libraries, etc.

    Qualifications

    You will need:

    · Bachelor’s degree in social sciences/development studies, or related disciplines, preferably with advanced training.

    · At least 5 years of work experience in portfolio management, project administration, budget preparation/monitoring, and/or project processing activities related to loans and TA projects.

    · Familiar with good industry practices and guidelines within area of expertise.

    · Strong analytical, interpersonal, and cross-cultural skills.

    · Extensive understanding of ADB procedures and practices related to TA and loan/grant project processing and administration, including safeguards compliance.

    · Written and verbal proficiency in English.

    · Proficiency with computer-based applications.

    Additional Information

    This appointment is open to internal and external applicants.

    This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff’s particular blend of skills and experience in the foreseeable future; and (b) Staff’s performance is satisfactory and they are suitable for further employment.
