The African Continental Free Trade Area (AfCFTA) is a landmark initiative that began trading in January 2021. The agreement aims to significantly reduce poverty, create jobs, and improve livelihoods across the continent by fostering economic integration and expanding intra-African trade. By creating the largest free trade area in the world, AfCFTA is set to consolidate a market of over 1.2 billion people, providing immense opportunities for economic growth and development in Africa.

The AfCFTA Secretariat plays a crucial role in the successful implementation and operation of the AFCFTA. The AfCFTA Secretariat currently uses Cloud SAP SuccessFactors recruiting system. To implement broad objectives of AfCFTA, a robust recruitment function / process is needed to ensure vacant positions are filled on time by streamlining the recruitment processes and selecting the best talent with a minimum human intervention to reduce bias.

It is against this background that GIZ with funding from the European Union Technical Assistance Facility (EU TAF) is seeking the services of a qualified firm to assist in implementing an Artificial Intelligence (AI) system to streamline the recruitment process in hiring qualified candidates for various positions within the organisation.

The assignment seeks to assist the AfCFTA Secretariat in procuring and implementing a modern Artificial Intelligence (AI) solution. This solution is designed to efficiently sift through and choose the most suitable candidates based on the job’s terms of reference (ToR), as well as to simplify the duties of panel members throughout the hiring process, including the shortlisting and interviewing of candidates.

Period of assignment: from 1st November 2024 until 30 June 2025

Qualifications of the team leader

  • Education/training (2.1.1): Master’s degree in computer science, data science, mathematics, statistics, engineering or related field with knowledge in Human Resource Management, recruitment.

    • Language (2.1.2): Fluency in English (Corresponding to C2 in the Common European Framework of Reference for Languages); and French (minimum B2 level)
  • General professional experience (2.1.3): 10+ years of professional experience in the development of IT systems for HR sector.

    • Specific professional experience (2.1.4): Completed at least three full cycles of AI recruitment system implementation. 5+ years as certified AI implementation partner or vendor with at least 5 years’ experience in Artificial intelligence similar works or projects:
      • Proven experience in developing a fully configured and ready for use recruitment AI modules that conform to the agreed Business Requirements.
      • Demonstrated experience in developing Unit and Integration Test scripts, Lead System testing (Unit and Integration Testing) including preparation of test script.
      • Demonstrated experience in developing user guides / Business Processes.
      • Experience developing training modules and Training of Business End-users including implementation of Knowledge /change management Transfer.
  • Leadership/management experience (2.1.5): 5 years of management/leadership experience as project team leader or manager in a company

  • Regional experience (2.1.6): 5+ years of experience in projects in Africa.

  • Development cooperation (DC) experience (2.1.7): not applicable

    Qualifications of key expert 1

  • Education/training (2.2.1): Master’s degree in computer science, data science, mathematics, statistics, engineering or related field

    • Language (2.2.2): Fluency in English (Corresponding to C1 in the Common European Framework of Reference for Languages); and French (minimum B2 level)
    • General professional experience (2.2.3): 5 + years of professional experience in the development of IT systems for HR sector.
    • Specific professional experience (2.2.4):
      • Completed at least 3 full cycles of AI recruitment system implementation
      • A certified AI Implementation Partner or vendor with at least 3 years’ Years experience in Artificial intelligence , similar works or projects
      • Proven experience in developing a fully configured and ready for use recruitment AI modules that conform to the agreed Business Requirements,
      • Demonstrated experience in developing Unit and Integration Test scripts, Lead System testing (Unit and Integration Testing) including preparation of test script,
      • Demonstrated experience in developing user guides / Business Processes
      • Experience developing training modules and Training of Business End-users including implementation of Knowledge /change management Transfer.
        • Leadership/management experience (2.2.5): not applicable.
